Measure: FY26-27 Budget Guidelines SOMR (item #28)

WHEREAS the Board of Estimate and Taxation (“BET”) has established three affordability guidelines to maintain the amount of debt and the annual debt service in line with the level of the Town’s operations and tax base. These guidelines are:
- The Town shall finance a minimum of 10% of its capital projects appropriated in a given year, net of expected related reimbursements, with cash generated from the Capital Tax Levy in that same year.
- The Town shall maintain a ratio of Debt Service to the Total Expenses of no more than 11%.
- The Town shall maintain a ratio of Net Debt to the most recent Grand List of no more than 0.75%.
WHEREAS the budget guidelines for the following fiscal year, which are published by the BET in October, guide the potential increases to both the Operating and Capital Budgets for the Town and the Board of Education.
NOW THEREFORE BE IT RESOLVED, that it is the sense of the Representative Town Meeting that the First Selectman and the Chairman of the BET present to the full RTM at its September 15, 2025 meeting their specific and detailed plan to adjust the Capital plan, including the proposed financing for the plan, for the 15 Fiscal Years beginning with FY 2026-2027 and ending with FY 2040-2041 so that the Capital plan for those Fiscal Years is in compliance with the above BET affordability guidelines.
NOW THEREFORE BE IT FURTHER RESOLVED, that the Chairman of the BET present a proposal for developing a policy for the Budget Guidelines for Fiscal Year 2026-2027 and all future years to allow for all BET members to be involved in drafting the guidelines as well as public input to the draft guidelines before the guidelines are finalized and issued.
