Rejects the Housing Authority of the Town of Greenwich (“Housing Authority”) plan to construct a four-story, approximately 50,000 square foot residential building for senior independent living, such building to be known as Vinci Gardens, on the grounds of the former Byram School, which grounds are owned by the Town of Greenwich (“Town”) and leased to the Housing Authority under a long-term lease.
